Lawsuit Alleges Indiana Gynecologist Took Photographs of Patients and Engaged in Years of Sexual Assault During Treatments
A medical malpractice lawsuit has been filed against an Indiana gynecologist and three healthcare facilities, alleging that Dr. William David Moore sexually assaulted women and took unauthorized photos of patients since at least 1994.
At least 82 women between the age of 15 and 73 years of age have joined together in the lawsuit, claiming they sought treatments from Dr. William David Moore at the Ambulatory Care Center, Marion General Hospital, and at his private practice Dr. Moore Women’s Healthcare in Marion, Indiana.
The complaint details hidden photos and sexual assault during gynecology exams, indicating that Dr. Moore touched women’s genitalia in an inappropriate fashion during examinations, failed to wearing gloves during pelvic exams, photographed women’s genitalia without their permission, and ordered unneeded medical tests.

Dr. William David Moore specialized in obstetrics and gynecology for 28 years at his private practice, Dr. Moore Women’s HealthCare LLC located at 1127 North Wester Avenue, Marion, Indiana. Moore was also listed as a provider at Marion General Hospital.
On June 27, 2022, January 4, 2023, January 3, 2023, and January 11, 2023, the State of Indiana, Office of the Indiana Attorney General received consumer complaints filed against Dr. Moore, each of which detailed incidents of sexual assault by the gynecologist.
In one of the complaints received by the Attorney General’s office, a patient reported Dr. Moore was performing a pelvic examination and inserted a speculum into the patient’s vagina.
During the exam, the patient reported hearing shutter sounds associated with an Apple iPad. When she suddenly sat up, she seen Dr. Moore holding an iPad with the camera pointed toward her vaginal area. The report claims no consent for photos was given, and she later filed a report with the local police department.
After the Indiana Attorney General Office began to investigate the complaints raised by patients, officials filed a Petition for Summary Suspension with the Medical Licensing Board of Indiana in January 2023. Just two months later in March, the Indiana Medical License Board extended the 90-day suspension of Dr. Moore’s medical license as the state investigation continues.

David William Moore Medical Malpractice Lawsuits
Former patients are now pursuing medical malpractice lawsuits against Dr. Moore, and the medical facilities where he practiced, for failing to supervise and monitor Dr. Moore’s activities.
The lawsuit raises allegations of medical negligence and abuse of female patients against Dr. Moore’s Women’s Healthcare, Ambulatory Care and Marion General Hospital, claiming the facilities were aware of the abuse, but failed to take protective action or report the misconduct.
Each healthcare provider is also accused of breaching its duty to screen and supervise employees and that those breaches, among others, constitute a distinct and separate act of medical malpractice.
Medical malpractice claims are being brought against the facilities claiming they breached their duty to supervise employees, leaving them potentially liable for years of Dr. Moore’s abuse of female patients.
As the news of the former Indiana gynecologist continues to spread, it is expected that many additional women who were abused or treated outside of the medical standard of care will come forward to make claims against Dr. Moore and the responsible healthcare facilities.
Gynecologist Unauthorized Photographs Settlements
The lawsuit against Dr. Moore raises similar allegations to those presented by hundreds of former patients of Johns Hopkins gynecologist Dr. Nikita Levy, who was found to have taken unauthorized photographs of as many as 12,600 patients between 1988 and 2013.
Levy was found dead in his home from an apparent suicide in April 2013, days after he was confronted with allegations that a Johns Hopkins staff member reported he was using hidden cameras to photograph patients at a community gynecology clinic, which is part of the Johns Hopkins system in Baltimore, Maryland.
Following litigation in class action lawsuit against Johns Hopkins, the hospital reached a $190 million settlement for gynecology patients who were photographed without their consent.
